In SAS^® Retail Space Management, an optimization scenario receives a status of 'Setup Incomplete' if an out-of-scope section does not have at least one assigned planogram.

The work around is to assign a fixture type planogram (or any other desired planogram) to the out-of-scope sections.

This will allow the checklist and validate functions to move beyond the 'Setup Incomplete' state and put scenarios into a 'Ready' state.
