In SAS® Retail Space Management, an optimization scenario receives a status of 'Setup Incomplete' if an
out-of-scope section does not have at least one assigned planogram.

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
The work around is to assign a fixture type planogram (or any other desired planogram) to the out-of-scope sections.
This will allow the checklist and validate functions to move beyond the 'Setup
Incomplete' state and put scenarios into a 'Ready' state.
